I have had no success getting a second copy, but did verify that Pumping Adrenaline is the trigger; the message obtaining it is a varient of the message about recorded fights and when it wore off but all the other effects were active and I had the same gear I got the regular message and 2 will.
It's possible that various drunk effects also trigger the message; I'll leave testing that to people who have more than eight body.
With the following, got a new message but no technique:

Hide Your Decisions (17)

The files you can find are just people sharing embarrassing incidents back and forth, mostly about drunken fights. Any fighting is technically illegal, but these look more likely to draw laughs than law enforcement.
Some people just can't hold their liquor.

Also tried with Rum Addled instead of Happy Hour, and got the same message.
(Going to try Rage next.)
Things that don't enhance this:
- Opener normally
- Opener while drunk
- Equipping broken bottle
- Following or preceding Brutality
Ran into this while fighting the new Drunken Dancer opponent:
You punch the dancer, throwing the whole weight of your body behind it and dealing 27 damage, but he rolls with the hit like a rag doll, avoiding all but 21 damage.
The dancer dully mutters and takes a swing at you for 2 damage.
Just to check off some effects, neither Pep in your Step nor Steady Hand gave new results.
