Reviewing how Psychotic Break is learned, I'm pretty sure it's from winning a fight from a 2+ Evil choice encounter, rather than a specific set of innocents.

Attacking the spider woman in Arachnid Altercation doesn't seem to give the technique (1 evil action).
Attacking the spider woman in Arachnid Alcohol does give the technique (2 evil action).

That would line up with how we know the rest of morality works, and how the technique works.
