I'm seeding the wiki with Kinak's hints from Podcastrophe 34:

There's another tier of this and Roy is trying to reveal his secrets—"you just have to have an open mind".

(Barton26, I think, suggested in chat having some spare processor & memory.)

Would "open mind" refer to the player (don't think that something can't work), or the character (powercode?, cyberbrainware?)?

I would be inclined to doubt that Roy's Secret Sauce is required, since this is a Novos item and I'm not sure there's any way to get the secret sauce by Novos means.

The "Reminds you of the notes in your pocket" sites happen while drone hunting too. Cyberserpent can hide beneath the Maintenance Seal, Control Lock, or Midgard Shield. It's been a while since I used the coat, but it feels like it's happening quite often.

Neat tidbit: when updating from "mysterious" to "strange" you get immediate access to the new coat functions if you reconnect during the same hacking session.
