Crypto spent a while trying to duplicate this and having my same effects/equipment didn't seem to help. Considering that the ID is in with the rest of the Novos stuff, perhaps it's unlocked with this message:
A while back, too recent in everyone's memory, one of Metroplex U's dorms collapsed. The owner's friends have gathered a collection of videos and images of the collapse. It's hard to say whether it's a shrine to the fallen or a morbid joke.
Looking at the files you can feel, almost see the forces pulling the dorm into the earth. It's no simple bomb or structural failure. Instead, it's like a great fist pulled the building into the ground.
