Seems to give (your distance - opponent's distance) in bonus EP, which is a huge boon for spaders, way easier than using grappler gauntlets, and easier to go above chain 5 now.

So how does this work with dreamslayer and etheric attacks using melee power? Or other weird cases?

If I had to guess … it doesn't depend on values of other powers, just the unchangeable distance (+X etheric power when distance=X), so i would expect either
1) it goes with all the other straightish +X bonuses (and then trickles through "apply part …", "+X%", "use higher of …" and "morale" (= if you have dreamslayer and your MP » EP, you won't see a difference because only EP was increased and MP was higher anyway)
or
2) is a circumstantional bonus to technique's power, and doesn't even touch character's powers (= applies only when the used technique is etheric, but no matter which power was used)
