Followed the procedure exactly as stated and just got Protective Faith. There must be something more to this.

The process listed works most of the time, but not always. I do wonder if you don't actually need the amulet equipped, and having it equipped puts you in a situation where either skill can happen depending on which encounter you hit first… But I've never been able to get the encounter to come up without the amulet equipped.

This skill has been really elusive for me since Oldtown. Once again, I got Protective Faith after asking about the voice (after killing the bum), this time twice.

I failed to get this last week as well. It's one of the last skills I have left. Maybe somehow related to how we kill the bum? It mentions "brutal and direct". Melee attacks?

I dispatched him with a sword. I only had melee and evasion techs in my deck.

It should now be possible to get this skill without having the eye amulet equipped, so hopefully it should be more reliable to get the outcome you're looking for.
