Things that you can't use to garrotte:
- black silver chain
- cycle chain
- new fishing pole
- high test active with no weapon
- high test active with heavy fishing pole

None of the chains can be used as garottes, and that's intentional according to Kinak. Polar cable is as well, since the item description describes it as being rigid.
There's a special message for the yellowed lace garotte as a non-opener that I didn't record. But there is no different non-opener message for a regular garotte weapon.
Writing for the long-neglected GOC Casefiles canon.
Looking at this again, it looks like it gets a bonus for unopposed, rather than for non-opener. And to confuse things more, it's the same message unopposed whether you have a garotte or not. (may be worth testing if it does different damage)

Certain enemies give the default message even when opposed / you have a garotte weapon equipped.

I'm guessing enemies need a neck for this to work.
That looks about the same as No Organs? Good investigation there. And confirm that Lace Garotte also doesn't work with No Organs.
Also here is a case of a technique having different messages but same base damage - is there anything special from using the lace with this technique?
