After trying on-and-off for days to learn Foresee, I randomly stumbled upon it by accident today. This was the only round in the battle:

I had 3 energy of Etheric left, and used 2 turns of it to cast the spells above. 0 Perception.

At any rate, the trigger condition is definitely not just/only Light of the Eye.
