Sadly, equipping a dual laser doesn't give a solid ganger hologram.

It looks like Flickering Game is not actually required to run into these guys. I did have it active earlier in the day, but I still ran into one of them after it ran out. Possibly one got queued up while I had it active, but then didn't appear until after it had run out.
