It seems like someone stopped in the middle of putting up some scaffolding. Granted, judging by the marks on the floor their plan is far-reaching, but it'd be quite something to see if it gets done.
(And, with Watchful Guards active)
Even though there aren't many scaffolds, it's a bit of a maze already. You should be able to shake the guard following you if you want.
