Routines are things you can interact with in a Novos hacking encounter.

In game description:

Routines are the various parts of a system you encounter while hacking. Many handle the day-to-day operations of the system, while others are defensive or started by the system when it reaches certain alert levels.

Each Routine interacts with functions differently. For example, you might find data in a file system Routine by using view functions (like Manual Search). Meanwhile, a defensive Routine would probably be better handled with offense like Brute Strike.
