Outline
To finish the quest, you must find a sample of Eclipse, then talk to Mikhail and Lo about it.
There are a few ways to get the Eclipse — choose any of the paths below. Note: if you choose to help the gangers or homeless, instead of buying directly, you have the possibility of gaining a skill and other techniques/items later. However, buying from the Fangs is the simplest and most direct approach.
Buying from the Fangs
- Adventure in Southside Park Before Quest until you get the Pick a Side encounter and choose Offer to buy.
- Continue adventuring until you find New Drug in Southside encounter, and choose to take one (or more).
Helping the Ganger
- Adventure in Southside Park Before Quest until you get the Pick a Side encounter.
- Pick "Help the Ganger".
- After making this choice 3-6(?) times, you will unlock the Meeting Carlos encounter.
- Talk to Carlos from your Contacts tab and tell him "Looking for that new drug".
- Check your messages and receive one tablet of Eclipse.
- (If you used up all of your eclipse and Carlos tells you to lay low, "Help the Ganger" again to get Carlos' conversation back.)
Helping the Homeless
- Adventure in Southside Park Before Quest. Each time you get the Pick a Side encounter, choose either "Help the homeless" or "Slink away".
- Adventure in Southside Park Before Quest until you get a dirty old trenchcoat. There is no encounter that guarantees getting one, but all of the following sometimes give you one:
- Using dirty rags has a 1/10 chance of yielding a dirty old trenchcoat. Winning fights with a garbage sticker equipped will sometimes give you dirty rags. Most of the other ways of getting a coat listed below may also give you a dirty rags.
- Defeating a Ganger or Insane Bum. Both appear as random encounters, and you fight a Ganger if you choose "Help the homeless" in the Pick a Side encounter.
- Choosing "Dive in!" at the Dumpster Diving encounter
- Choosing "Wait and search the alley" at the Abduction encounter
- If you are in gang warfare and your gang agenda is set to Vigilante Justice, it is theoretically possible to get a coat by winning some of the vigilante justice fights.
- When you get the Coatless Homeless adventure, choose "Give him the coat". (Warning: the ganger will take the coat away again if you choose "Help the ganger" in the Pick a Side encounter after giving him the coat.)
- Adventure until you get the Friendly Bum Introduction encounter and choose "Know anything about the new drug floating around?"
Completing the Quest
Rewards
- 50 credits for starting the quest
- Gain Lo as a Contact.
- Unlock the Docks Quest upon completion.

(Also reverts back when you use up all of your eclipse, before talking to Mikhail again)

You don't have many leads, but it's probably best to start by finding one of the sane people remaining in the park.
After choosing to 'just watch' in the Pick a Side encounter:

It looks like the Fangs are in some sort of conflict with the locals. If you pick a side, they could probably help.
After 'offering to buy' from the Fangs:

One of the Fangs said he'd sell you something if he saw you again today. That might be what you're looking for.
After getting some Eclipse
