After convincing Hel that Special Projects is involved
Everyone is satisfied that Midgard Special Projects is involved. Now the Survivors want to head back to ground, protecting themselves and each other through secrecy.
Which leaves you to choose who you'd like your contact to be.
Finished quest
You've proven, to your own satisfaction and Hel's, the involvement of Midgard Special Projects in the spread of Eclipse.
In addition, after this quest has been finished but before speaking to your survivor contact to start the Oldtown quest, this has a line in your active quests:

If Hel is the only living survivor left, this quest is title "The Survivor" instead of "The Survivors".
