This quest does not appear in your quest log until you have completed it. (need confirmation?)

Outline

• Defeat some currently unknown subset of the vigilante encounters available. The specifics are not known, but when in doubt, beating all available vigilante encounters should be successful. Beating Officer Stone is known to not be necessary. The one that is definitely known to be required is permanently defeating the Quad Psycho by doing the following:
  • Fight the insane slasher vigilante encounter in Southside Park to get a copy of Killers 3
  • Use Killers 3 which drops from the insane slasher
  • Dig with the rat on the Quad while etheric
  • Kill the quad psycho with at least 13 etheric power while etheric
• Once you have won the required vigilante encounters, you will receive a cracked audio chip in the mail from an unknown source. (Note there may be some delay.) Repair it to gain a new contact
• Adventure in the Dockside Sewers and kill a sewer mutant (using Fire or Acid Splash/Fuming Acid will not work for this step)
• This will unlock the Wounded Mutant choice encounter, which will lead to the Abandoned Subway if you have +4 stealth power
• Adventure in the subway until you reach a dead end
• Listen to all the vigilante recording has to say about vigilantes and tunnels that grow. You must listen to it at this point, listening to it before will not do anything.
• Adventure again in the subway with a ratty top hat, ratty suit pants and one of filthy duster, ratty suit coat or stained bandages equipped, as well as etheric and Writhing Flesh active until you come across a sewer dweller willing to talk to you; ask him about the Vigilante
• Dig peacefully in the subway to find the Vigilante's Mask
• Adventure on the Docks with your new mask equipped to battle Officer Stone with his whole posse; this gives you a cracked pistol
• Continue to adventure on the docks until you find Officer Stone in his office - he will drop a custom flak jacket

Various NPCs will unlock special conversation choices with the Vigilante's Mask equipped.
